It should be possible. Just think of a radiation effect damage directed towards your energy level, this can be done with some few edits, and by placing the radiation zone bulb in the area around the bases. Of course this is a mastodon of a project, with all the bases that Discovery has, without mentioning the ones that we inherited from vanilla.

Hmm, energy radiation drain... I guess that is one way to do it. Though in my head I can only see this being effective with military or far out Zoner bases in the Omicrons.
Was hoping there can be a way to make it ID specific, or those allied are not affected by the drain.
