You are thinking about neutrality, but I see already how you gonna sink deep into a lot of diplomacy problems.
Now as for those who say that we will have sirius wide police faction, heh we already have it - bounty hunters. So this would be opposite sirius wide pirate faction. But just smaller.

We were already building up the Black Sails choosing a name. I really gave my opinion and I'm not hiding them into "go ahead" when I think it will fail.
The problem is this faction is really not a good idea, know even that the Black Sails will see hostile any pirates that are pirating where they are, it's how we deal with any non-allied pirates, our loot is not theirs ... Your neutrality will end with the corsairs at the moment you cross our path.
You will have to find fast a side to get in and may get in outcasts or corsairs side very fast.
I guess the LR in liberty and the dragons/hogosha/farmers in kusari will do the same since they don't really allow piracy without a given approval.
In any ways, the neutrality will fail and all the Varangians with it.

If I saw any pirates we weren't allies with taking our (LR-) lanes I'd assemble a squad of people on skype and we'd all take our Barghests to the pirate. Varangians would not be welcome in Liberty, you'd be taking our business.
And although the idea of this faction is good, it just wouldn't work. You would have to ally yourselves with one side eventually to get docking rights, and then your unique point would dissapear.

Not to be one of kicking a man while he is down, I feel that I should add a little something. With all these rivalries and squabbles over pirating space, you are most likely thinking of resorting to Junker bases as safe haven. Well, if you go around and upset the local unlawful populace, causing more trouble for our diplomats without giving anything back or even god forbid drag the police to our doorstep, you will most likely find yourselves airlocked out in an eyeblink. This is just my opinion though, if other Junkers have a different mindset, they have all the right to do so.
After due consideration and input from teh community at large I haev decided not to pursue this venture. it has however given me ideas for a separate venture. Details in a new thread.
Any lolpirate can do that already, with at best any ship at your disposal...
The faction idea seems good for those of us who want to RP but otherwise...
Having to deal with a faction and etc on something like generic piracy seems a bit buehnm...
I mean sure, join the [LN] or [RM], you get access to things and more opportunities then being an indie but...
What difference would there be between your faction and making a lolpirate, besides the fact that you would have friends to pirate with?
And thats at best the cause of it, you will attract people who would be your friends, as more of a "Hang out" group, and maybe a few avid roleplayers who would be interested in it... But otherwise its not much except a new face.
Anyways, this post is a prime example of not reading most of the thread so,:D
