Yeah it was really really fun while I could play as my Xeno under level 30, but I beefed him up for a bit more fun on my end instead of being a hawk that got blown away by battlecruisers...

Because these small fighters are such tempting cannon fodder for the "unscrupulous" among us, I don't think there is much chance that we will ever have enough of the small ships online spontaneously.
I have 3 suggestions to try to bring together the players who are interested in this sort of thing (meaning, the Vanilla ships that you see NPCs in Liberty space flying).
1. A regular timeslot every day that those of us who want to do this know to jump on our small ships. Perhaps an hour or two, perhaps twice a day to accomodate those of us in different parts of the world. This probably should wait until there is more active interest and participation in this idea.
2. I would suggest that the vanilla mark 1 ships that we use should all have some type of similar naming convention so that we can find each other. We can't interact if we can't locate one another. All of our LH clan Daggers that I created for this purpose have the symbol "~" at the end of their name to identify them for this purpose. At a minimum, there should be some sort of "sign up" on the forum so that we have a list of who to look for.
3. A weekly or bi-weekly event that brings together police, pirates, BHG in the small ships. This would have to take place in some out of the way place to avoid interference from intrusive larger ships. The Badlands would be fun, or Ithaca Station. The asteroid fields throughout Liberty are sufficiently out of the way also.
I keep thinking about how great it would be for some transport to enter California and find itself confronted by several players in Bloodhounds and Daggers. If I was on my Trader and found this, I would have the time of my life. But things like last night just make it completely impractical: FIVE independent capital ships intruded on a fighter furball between LH and Liquid. If we had been in Daggers, we would have been dead before we even knew they were there.
Naturally, I am not interested in strictly PvP only concepts here. There is just as much opportunity for roleplaying in small ships as there is in our usual ones. I even have a special story line in mind for our LH Dagger characters...the change in rules has just made it seem pointless to try using them.

I still keep an LPI in a Patriot and would definatly take part in any organised event involving the vanilla low level ships. Flying those little fighters is like combat on amphetamines.

I had a thought that this could be loosely role-played as a special interest "club" for citizens of Sirius who have a love affair with the antiquated Mk 1 ships that no one uses anymore. In America there are "car clubs" all over the place for people who own classic cars. They get together every so often and admire each others' rides.
Such a thing in Sirius could be used in the RP sub forum to give all those interested a place to post without having to divide along otherwise strict lawful / unlawful lines. We would still hate each others guts as our factions require, we would just use this in order to do it with Mk 1 ships. It would be a "cyber club" so it would allow opposing sides to participate with each other in "anonymity".
Such a thread could function :
1. as a sort of roll call so we know who each other are
2. a place for writing storylines and exploits that create the setting for the engagements/interactions (lawfuls could post "intercepted" patrol flight plans that pirates could ambush, and vice versa)
3. a place to post after action reports (these wouldn't necessarily fit in our existing respective message dumps, but they could go here)
4. to generate interest in this concept and participation from the rest of Disco, ie : subtle recruiting to come play with us in the small ships
5. This is also a great way to introduce new players to Discovery, since you can get a mark 1 ship very easily and quickly, and a lot of the new players do this because they are familiar with them already.
As a group of players on the server, we can also focus on drawing new players into roleplaying by showing them how to have some fun without having to spend hours earning money so that you can buy a transport in order to spend hours earning more money in order to buy a big ship so that you don't die in the first 10 seconds of combat with veteran players. If we do this right, we may dissuade some new players from going for the capital ships.
