Theres the fact that its a strange substance never before seen to Gallians, Council would definately have questions about it, or would refuse to allow it in to Gallia, Because they dont know what it is.
On that subject. Being a "narcotic" wouldn't the criminal element (Unione Corse and Brigands) want to control its distribution in the Gallic house?
Also why is there no unique to Gallia version of cardamine or synthetic marijuana? it would make some sense that if drugs made it to the rest of Sirius then they made it here also.
Your telling me that some enterprising Junker wouldent try and corner the market for the massivly addictive substance Cardamine? Being its only source he could charge incredibly high prices and the desperate addicts would be forced to pay.
Even being the only supply of Synth Weed would net somone a hefty sum.

Well, with the Junkers working for the Royals, people who are very hostile to outsiders and outside trade, would likely keep them closely watched to make sure they are only bringing in what they were supposed to.
One would presume that anything headed to a Royalist base counts as contraband, in much the same way that anything headed to a Kusari base is contraband to Bretonia. Assuming the trader is flying under one of the generic IDs (or a Junker), at first, one should attempt to convince them to detour to a friendly base, and, if that fails, one should treat them as enemies.
