Yup, bounty hunting is only partly about the kill. The stipulation that the target know who's behind the bounty is a fine move by those posting bounties.
In the case of an ongoing bounty, against say a faction, I think even once you've taken em down a few times at least a hello of some sorts is in order.
Some of the lines I've used and heard:
"Cha ching." (cash register sound - one of my favourites)
"Got your walllet ready" (courtesy Megiddo)
"Scofield, Synth Foods say hello" (mine, just before his buddies turned up and thrashed me)
"Look, guys - our retirement plan just entered the system."
*checks bounty list* *laughs* *powers weapons* "Hold on a minute there."
And I agree with Gronath, any bounty where I didnt let people know was no fun for anyone. Having said that if they just appear out of nowhere, it's best to keep it brief.
We jupiterguild folks dont do scouwer the bounty board very often but we do announce if we engage someone for a bounty... except when they are xenos since they fire at us before we fire at them.

Yes but there's nothing stopping you from disrupting them before making your demands, I also believe you are allowed to deplete shields to a certain amount as well.
