Well that's the scum gone then isn't it. After they have left maybe the good RP'ers will start to come out of local chat and we will start to see RP in system chat again. I've got a good idea actually....why not just make the LN navy caps faction only (only the LN, maybe order to). That would get alot of people out of NY and into other places.

But guys... You can't just forget the properly role-played caps.
And as earlier said, half of Disco will ragequit 'cos of this.
I'm pretty sure most people know which caps are well RP'd and are Indy. They can be put into the faction.
Just throwing this in here but, I don't think that the -Intelligent- 'half of Discovery' would leave if factions were given more control over Independent Capital ships.
And if we lost a few stupid people? So what?
More slots open on the server, more RP, less capital spam and less bad feelings over a damn game.
It's a shame that so many "community members" show such intense disdain for other players who don't come up to their standards. Many of those "lolwuts" have the potential to embrace RP, but why would they bother? They get attacked and berated constantly by the so-called "good" members of the server. Why would they want to join a group of spiteful and angry players?
Instead of making these threads, and posting "/signed" and so forth in them, how about you go out there and enact some change around here? Help those players learn how role-playing can be a fun experience, with a friendly and empathetic demeanour.

I think it's worth it.
Net losses < Net profits
As I've said before, a process exists where an official faction can make a character hostile to them.
A similar process should exist for the removal of a capital ship.
