For people that are annoying in my book. Whenever I got the upper hand back in .84, they'd run to the Freeport 11 and hug it for ages. Got SOO many bounties on them for it, and so many long dragged out kills.
While, yes it is a tactic, it's a VERY underhanded one to try and get friendlies to fire back on you.

This is my line of thought as well. Let em hug.. just put them in between your fighter and their base.. and let em do the damage.
Also, factions should have bases as safe zones. I can tell you, every raid I have led on Texas would have been a lot less interesting without the Miss shooting at me.
If I am going to take my men into hostile territory, having my enemy base hug is a realistic price to pay for it.
So, stop whining like little girls about the Essex, man up, take the plunge, and hunt them down inside their own safe haven, using their own base against them. OR, use your brain to find some way to lure them out.
It really isn't that hard folks. You got to learn to pick and choose your battles.. that.. or just have fun going down in a blaze of glory.. if you end up pulling it off it makes the victory all the better.
