Now, so this isn't just another rant about the issue, I propose that ownership of a Capital-class vessel (excluding Gunboats) should require membership in a Faction and the required rank, or otherwise permission from the faction.
It wont, the idea is to keep them available for the good players, they just have to prove their abilities before and request it.

I know you all want pretty powerfull bs's the problem is that people who do not deservet hem overhelms all good people and often makes more problems than goodpeople makes fun.
Restrict them first, boost tehm later. Im tired. Really. "Oh of coruse we will restrict them" -NO, DO IT NOW, and then boost. If you cant restrict them do not boost at all. Besides if those ships for someone are more for rp ant fighting you can live with weaker ship.
And if it is more bs's than fighters in the mod, that means bs's should be weak. And it's not only about stats.
