There's no real benefit in having your shields deactivated. I know I'd never use this command for anything. Powering down would be pretty cool though.
Err... it enchances roleplay.
It gives you the opportunity to "give up".
You can rp a stranded ship better (seen that enought times...).
You can comply to the police if they demand sth.
You might as well travel through space where people don't want to see you can *prove* via the shields down that you're not looking for trouble.

Hm...
Well it would surely be against rule 0.0 to order the ship to drop his shields and then engage after he complied...
But on the other hand - you can freely decide not to lower your shields.
So.. maybe nobody should be able to force some guy to lower the shields.
At least it shouldn't be a demand which justifies an attack if not complied.

Well - imagine you get stopped by a pirate - he demands you to drop you shield.
You are like "okay okay no hurt, no kill, i will comply".
Afte that he is like "okay now gimme 15 millions - no? - engaging!"
I like the /shield idea, and the general powerdown system. I even have the perfect situation for it: pirating in the trade lanes.
Let's say for example that a pirate is parked next to a trade lane. They can shut off everything except weapons, then when a trader comes along they won't be detected and they can cut the lanes, then power up while the trader is wondering what's happening.
Of course there are other places for this, such as parking a ship near an enemy base and shutting down everything, so as to keep an eye on the base. And this gave me another idea: diverting power.
I doubt that this would work, but what if power could be diverted from systems such as shields and weapons and placed in the scanner to give extra detection range. So detecting ships 30k away, being able to click them at say 15k. Of course variance for different ships and different classes.
