This appears to be an attempt to configure Nomad weapon technology to be compatible with ships from the colonies. Order and Core scientists originally developed the experimental mountings that were capable of utilising the energy conversion units, however the poorly understood technology has since leaked onto the black markets and proliferated across Sirius.
